Your Committee on Finance, to which was referred Bill 606, reports
as follows :
The purpose of Bill 606 is to amend Ordinance 91-51, the Capital
Improvement Budget for fiscal year 1991-92, by:
Section 1 . Redirecting $76, 000 of the $80, 000 appropriation for
Kawamoto Swim Stadium Solar Water Heating System to projects within
the 5th Council District .
Section 2 . Reducing appropriations and adding projects in the
following manner :
Kawamoto Swim Stadium [80, 000] 4 , 000
Hawaiian Paradise County Park Playground
Equipment and Improvements 10, 000
Hawaiian Beaches Park
Equipment and Improvements 12, 000
Pohoiki Park - Emergency Telephone 21, 000
Pahoa Park Improvements 30 , 000
Kehena Road Improvements 3 , 000
Comm. No . 3570, from Councilwoman Helene H. Hale, dated April 9 ,
1992, submits Bill 606 to amend Ordinance 91-51 by redirecting
$76 , 000 of the $80, 000 appropriation for the Kawamoto Swim Stadium
Solar water heating system to various projects within the
5th Council District . This solar water heating system is not
feasible at this time due to structural design problems .
Councilwoman Hale explained that she learned during the budget
process that the County would not be able to put solar water heating
in Kawamoto Swim Pool for $80, 000 and she wishes this money to be
used around the island.

Your Committee on Finance is in accord with the intent and purpose
of Bill 606 and recommends that it pass first reading .
