Your Committee on Finance, to which was referred Bill 558, reports as
follows :
The purpose of Bill 558 is to amend Ordinance No. 91-50, as amended,
the Operating Budget for the County of Hawaii for the fiscal year
ending June 30, 1992 by increasing revenues in the Forfeiture of
Deposits account by $97, 312 and appropriating said funds to the
Miscellaneous Contractural Services account of the Real Property Tax
Division. (See Finance Committee Report No . 513)
At the County Council ' s February 19 , 1992 meeting, Bill 558 passed
first reading and was recommitted for further action, pending an
opinion from Corporation Counsel on the legality of the liability
account and amending Section 1 to indicate that the source of monies
to increase the revenues came from 2229 . 02 - Real Property Tax Excess
Over Upset account .
Your Committee received communications from Corporation Counsel who
rendered on opinion that the Liability Account is legal .
Amendments to Bill 558 and Corporation Counsel ' s opinion will be
attached to Bill 558 and sent on to full Council .
Not withstanding the fact that amendments to Bill 558 were not
available at the Committee meeting, your Committee recommends that
Bill 558 be passed on second and final reading, subject to the bill ' s
amendments considered at ?he Council level .
