Your Committee on Finance, to which was referred Bill 573 , reports
as follows :
The purpose of Bill 573 is to amend Ordinance 91-51, relating to
Public Improvements and Financing for Fiscal Year 1991-92, by adding
the following projects :

Communication No . 3332, from Finance Director William Takaba, dated
February 14 , 1992, transmits Bill 573 to amend Ordinance No . 95-51,
adding various wastewater projects with funding totalling $1,327, 956
to be provided by federal and state grants and borrowings from the
State Revolving Fund. Transmits for review appropriate
justification and documentation.

Your Committee questioned Mr . Harold Sugiyama, Civil Engineer VII ,
Wastewater Division, Department of Public Works, about the extra
money. He stated that a contingency fund was created in order to
ensure adequate funding for these projects . Upon the completion of
the projects, he will return the money to the State Revolving Fund
so he can reduce the amount borrowed.
Your Committee on Finance is in accord with the intent and purpose
of Bill 573 and recommends that it pass first reading .
