Your Committee on Finance, to which was referred Bill 572, reports
as follows :
The purpose of Bill 572 is to amend Ordinance 90-57, relating to the
issuance of General Obligation Bonds for financing wastewater public
improvements, by increasing authorization from $15, 275, 111 to
$15, 983 , 632 and proceeds from general obligation bonds to be sold to
Department of Health made in Ordinance No . 89-86, Ordinance
No. 90-75, and Ordinance No. 91-51 as follows :

Communication 3332, from Finance Director William Takaba, dated
February 14 , 1992, transmits Bill 572 to amend Ordinance No . 90-57,
reflecting the changes in the State Revolving Fund borrowings .
Your Committee learned from Mr . Harold Sugiyama, Civil Engineer VII,
Wastewater Division, Department of Public Works, that State and
Federal grants will not be available for Public Works projects so
the County of Hawaii will apply for State Revolving Fund loans in
the future. The increased amounts in Bill 572 are due to increased
construction costs and traffic problems .
