Your Committee on Finance, to which was referred Bill 570, reports as
follows :
The purpose of Bill 570 is to amend Ordinance 91-50, the Operating
Budget for Fiscal Year 1991-92 , by appropriating revenues in the
following account :

and appropriating same to the following account :
010-201-5219 . 10-115 Advanced Traffic Accident $17, 340 . 00
Investigation
Communication 3321, from Finance Director William Takaba, dated
February 8, 1992, transmits Bill 570 which amends Ordinance
No . 91-50, by appropriating $17,340 to conduct an advanced traffic
accident investigation course to train traffic service personnel in
conducting quality on-scene investigation and obtaining relevant data
for traffic accident reconstruction. States money will come from a
grant through the state Motor Vehicle Safety Office. Transmits for
review Highway Safety Project Reimbursement Grant .
Your Committee learned that the Hilo budget will fund the Field
Investigative unit; however, the members will be from each district
on the island. This unit will travel to wherever a fatality occurs
on the island. Expertise in investigating accidents and in providing
testimony in court will be improved as a result of this training .

Your Committee on Finance is in accord with the intent and purpose of
Bill 570 and recommends that it pass first reading .
