Your Committee on Finance, to which was referred Resolution
No . 412-92, reports as follows :
The purpose of Resolution No. 412-92 is to create one Deputy
Prosecuting Attorney position and one Legal Stenographer position
and that funds are available in the Regular Salaries and Wages
account of the Office of Prosecuting Attorney.
Communication No. 3290, from Finance Director William Takaba, dated
February 4 , 1992, transmits three resolutions to authorize the
Office of the Prosecuting Attorney to create the following positions :
One (1) Administrative Assistant, EM-3
One (1) Victim/Witness Counselor II , SR-22
One (1) Account Clerk, SR-11
One (1) Deputy Prosecuting Attorney, LG-01
One (1) Legal Stenograpaher, SR-14
Transmits for review appropriate documentation and justification.
Deputy Prosecuting Attorney discussed the increase in the
Prosecuting Attorney' s caseload and related that attorneys will seek
employment elsewhere if the caseload continues to be increased.
Your Committee discussed that the Administration recommends the
limiting of new positions due to fiscal constraints; however, your
Committee recognized that the prosecution of criminals is a high
priority.
Your Committee related that it will be more appropriate to make
requests during FY 1992-93 Budget preparation.

Your Committee on Finance concurs with the intent of Resolution

MINORITY REPORT OF THE COMMITTEE ON FINANCE

I do not concur with the Finance Committee Report regarding
Communication 3290/Resolution 412 because I believe
that it would be appropriate to deliberate and consider these
new position requests during the FY 1992-93 Budget hearings .
However , I want the Council to know that I do support the
Victim/Witness program.
