Your Committee on Finance, to which was referred Resolution
No. 410-92, reports as follows :
The purpose of Resolution No . 410-92 is to create one (1)
Administrative Assistant, EM-3 position and that funds are available
in the Regular Salaries and Wages account .
Communication No . 3290, from Finance Director William Takaba, dated
February 4 , 1992, transmits three resolutions to authorize the
Office of the Prosecuting Attorney to create the following positions :
One (1) Administrative Assistant, EM-3
One (1) Victim/Witness Counselor II , SR-22
One (1) Account Clerk, SR-11
One (1) Deputy Prosecuting Attorney, LG-01
One (1) Legal Stenograpaher, SR-14
Transmits for review appropriate documentation and
justification.
Your Committee discussed that the Administration recommends the
limiting of new positions due to fiscal constraints; however, your
Committee recognized that the prosecution of criminals is a high
priority.
Your Committee related that it was more appropriate to make these
requests during FY 1992-93 Budget preparations .
Your Committee on Finance concurs with the intent of Resolution
No. 410-92 and recommends its adoption.

MINORITY REPORT OF THE COMMITTEE ON FINANCE
Chairman and Members

Hilo , Hawaii 96720
I do not concur with the Finance Committee Report regarding
Communication 3290/Resolution 410 because I believe that
it would be appropriate to deliberate and consider this
new position request during the FY 1992-93 Budget hearings .
However , I want the Council to know that I do support the
Victim/Witness program.
