Your Committee on Finance, to which was referred Communication
No. 3296, reports as follows :
The purpose of Communication No . 3296 is to request filling current
positions for the North Hilo Police Department and to create one
position for the Fire Department :
Communication 3296, from Lucille V. Chung, President, North Hilo
Community Council, dated February 2, 1992, transmits copies of their
letters to Police Chief Victor Vierra, regarding the filling of two
vacant positions at the North Hilo Police Station and temporarily
filling the Sergeant ' s position until the incumbent ' s worker ' s
compensation case can be resolved. She requested that Mayor
Lorraine Inouye create a position for a Fire Department position at
the North Hilo Fire Station. Mrs . Chung requests assistance and
support for both concerns .
Communication 3323 , from Deputy Police Chief Francis C. De Morales,
dated February 13 , 1992, to Ms . Chung and Members of the North Hilo
Community Council, responds to her letter concerning the vacancies
at the North Hilo Police Station. He informs her that filling
vacancies is time-consuming for many reasons and North Hilo will
have to share the burden of manpower shortages until May, after the
current recruit class completes academic training on February 21,
1992 and 10 weeks of field training . He states that Sergeant Hyland
Char will devote adequate time to supervise the personnel and
operations of North Hilo .
Your Committee heard from Mr . Harding Fragas, Jr . , Assistant Fire
Chief, about the need to improve or renovate the fire station in
order to house the additional fireman. The station currently needs
termite treatment . Your Committee requested that Mr . Fragas provide
information on future plans for the development of the North Hilo -
Fire Station.
Your Committee stated that during the Budget Review any other
positions for the Police and Fire Departments in North Hilo be
reviewed.

Your Committee on Finance recommends that the three (3) positions
for the Police Department be filled and that one (1) position for
the Fire Department be created in North Hilo .
