Your Committee on Finance, to which was referred Bill 559 , reports
as follows :
The purpose of Bill 559 is to amend Ordinance 91-50, the Operating
Budget for Fiscal Year 1991-92, by appropriating revenues in the
following accounts :

Communication 3263 from Finance Director William Takaba, dated
January 22, 1992, submitting a bill to amend Ordinance No. 91-50, by
increasing state grants-in-aid by $128, 768, and appropriating said
funds to the Geothermal Compliance Coordination program. Transmits
for review appropriate documentation.
Your Committee, in response to a Puna resident ' s tesimony, requested
that the Planning Director require the Compliance Officer to be more
responsive to the Puna community.
Your Committee requested the Administration to renegotiate the
indemnification clause for the State and DBED in the agreement for
Geothermal Compliance Coordination because the County will be
responsible for liability and damages .
Your Committee requested the Planning Director to draft guidelines
for the Asset Fund and to submit these guidelines to Council before
1st reading of Bill No . 559 .
