Your Committee on Finance, to which was referred Bill 562, reports
as follows :
The purpose of Bill 562 is to amend Ordinance 91-51, the Capital
Budget for Fiscal Year 1991-92, for the following project:
Section 1 Delete the following project :
Establish Hawaiian Culture and Arts Project in West Hawaii
(relative to annual Makahiki events) $5, 000 . 00
Section 2 Transfer the following appropriation into the following
account :
Account No . Source Amount
2233 . 00 Unallotted Appropriation General Fund $5, 000 . 00
transferring to the following account :
Transfer to Other Funds in Capital Projects $5, 000 . 00
Fund for transfer to General Fund
Communication No. 3275, from Legislative Auditor Harry A. Takahashi,
dated January 30, 1992, submits a bill to amend the Capital Budget
by deleting the Establish Hawaiian Culture and Arts Project in West
Hawaii - Annual Makahiki Events $5 , 000 and transferring said funds
to the General Fund to carry out the intent of Bill 560
(Communication No . 3264) . States , he has submitted a copy of his
transmittal communication and bill to the Mayor to allow her the
opportunity to submit her comments in time for Council ' s
deliberation.

Your Committee noted that Bill 562 needed to be approved before
Bill/560 because funds from the Capital Budget needed to be
transferred to the Operating Budget in order to expend money for
this project .
Your Committee on Finance is in accord with the intent and purpose
of Bill 562 and recommends that it pass first reading .
