Your Committee on Finance, to which was referred Resolution
No . 401-92, reports as follows :
The purpose of Resolution No . 401-92 is to increase the time element
of three (3) Water Safety Officer II positions, in the Parks and
Recreation Department .
Comm. No. 3238 from Director of Finance William Takaba, dated
January 3 , 1992, transmits Resolution No . 401 and other departmental
information and justification.
Res . No . 401 states that there is a need to increase the five South
Hilo beach parks from weekend coverage to seven-day coverage due to
the growing number of users at these parks during the week. With
the demise of Kaimu Beach and Kalapana Beach, three Water Safety
Officer II 3/10T positions have supplemented South Hilo staff to
provide backup coverage. By increasing the hours of three Water
Safety Officer II 3/10T, Position Nos . 2859 , 2868, and 3604, to
3/4T, Onekahakaha, Honoli ' i , and dRichardson would be provided with
seven day coverage. Funds are available in the regular salaries and
wages account of the Aquatics Division.
Your Committee questioned the transfer of the only Puna Water Safety
Officers to South Hilo . The Committee discussed the Park and
Recreation Department ' s plans for use of the FEMA reimbursement for
Kalapana Park and was informed that the Department is planning on
expansion of Pohoiki Park. It was pointed out that there is a
possibility of developing a park at Kapoho using access from the
lighthouse road. When these plans are finalized, committee members
indicated a willingness to allocate necessary Water Safety Officers
to the Puna District .
Your Committee on Finance concurs with the intent of Resolution
No . 401-92 and recom nds its adop io .
