Your Committee on Finance, to which was referred Resolution
No. 399-92, reports as follows :
The purpose of Resolution No . 399-92 is to provide funding in the
amount of $5, 000 . 00 from the Fund Balance for the implementation of a
human health study relating to volcanic emissions .
Comm. No. 3222 from James W. Morrow, M.S. , Director of Environmental
Health, American Lung Association, dated January 6, 1992, transmits
Resolution No . 399 requesting that the Council consider providing
$5, 000 . 00 to commence a study to collect data pertaining to direct
human health effects from vog .
The Council on January 19 , 1991 passed Resolution No . 272-91
(Draft 2) supporting Hawaii Vog Authority' s position to support State
Funding for FY 1990-91 to continue sampling and analysis of volcanic
emissions and to urge the State Legislature to approve funding to
enable sampling and analysis of volcanic emissions to continue.
Your Committee recognizes the importance of a companion program to
examine the effects of volcanic emissions on the health of Big Island
residents and supports this undertaking by the American Lung
Association of Hawaii .
Your Committee on Finance concurs with the intent of Resolution
No . 399-92 and recommends its adoption.
