Your Committee on Finance, to which was referred Resolution
No . 393-92, reports as follows :
The purpose of Resolution No . 393-92 is to authorize the County to
enter into a five-year lease for space to be used by the Office of
Aging for a Caregiver Resource Center .
Communication 3151 dated December 3 , 1991, from Finance Director
William Takaba transmits Resolution No . 393-92 and other
departmental information and justification.
Resolution 393-92 states the County of Hawaii desires to lease
approximately 1, 500 square feet in the Kealakekua Business Plaza,
Kealakekua, Hawaii , for $2, 625 .36 per month for five years ending on
December 31, 1996 .
Your Committee questioned the feasibility of continuing to rent
office space in Kona since the cost may be the same amount as
floating a bond to purchase a building. The administration was
directed to explore a lease with a purchase option so that county
agencies, which are federally funded, can lease office space from
the county.
Section 10-11 of the County Charter requires that any contract,
lease, or other obligation requiring payment of funds from the
appropriations of a later fiscal year or more than one fiscal year
be approved by resolution.
Your Committee on Finance is in accord with the intent and purpose
of Resolution No . 393-92/and recommends its adoption.
