Your Committee on Finance, to which was referred Bill 424 , reports as
follows :
Bill 424 , a proposed draft of a Unified Impact Fee Ordinance, was
first considered at a Council Finance Committee meeting on
October 13 , 1987 where it was referred to the Administration for
review.
The stated intent of Bill 424 was to address the Council ' s concerns
that :
The rapid rate of new growth and development in the County is
creating the need for capital improvements to public facilities
for water, sewer, roads, parks, police and fire protection,
housing and sanitary landfills/solid waste.
That the levying of impact fees and dedication requirements are
the preferred methods of regulating land development, helping
implement the goals and policies articulated in the Hawaii
General Plan and to insure that the current service standards
are maintained.
That due to population growth generated by increased land
development, the need for all of the public infrastructural
facilities and services is outstripping the County' s ability to
fund such projects with current and traditional sources of
funding .
Since the October 13 , 1987 meeting, two additional drafts of Bill 424
were submitted at the Finance Committee meetings on January 11, 1988
and February 8, 1988 . At the February 8, 1988 meeting, Bill 424 ,
Draft 3 , was again referred to Administration for comments and
recommendations with a committee directive (to utilize mid-population
range in the general plan for impact fee assesment) .
At the Finance Committee meeting of November 13 , 1991, the matter was
finally laid to rest with the Committee' s recommendation to file the
Bill .
