Your Committee on Finance, to which was referred Bill 536, reports
as follows :
Bill 536 proposes to amend Ordinance 91-50 , the Operating Budget for
Fiscal Year ending June 30, 1992, by increasing revenues in General
Fund Account :
3301 . 13 Federal Grants-CZM $74 , 020 . 00
and appropriating same to the following accounts :

Communication No . 3122, dated November 21, 1991, from William
Takaba, Finance Director, transmits said bill with other
departmental information and justification.
The Committee was informed that the Coastal Zone Management account
was originally budgeted for $201, 214 . 00 but the approved budget from
the Office of State Planning was $275, 234 . 00 .
The increased appropriation from the Office of State Planning will
cover additional operating expenses and the purchase of a 4-wheel
drive vehicle and mobile phone system for inspections . Video
equipment and supplies to document shoreline violations is also
budgeted. $40 , 000 . 00 has been appropriated for the Public Access
Shoreline Signage Implementation Program. The travel account has
been increased from $9 , 000 . 00 to $15, 520 . 00 .

The Committee questioned Finance Director William Takaba and Deputy
Planning Director Tadato Nagasako about Federal monies allocated to
the CZM Travel account . The Committee was assured that the monies
were properly allocated since the Office of State Planning
guidelines for Federal monies are followed by the Planning
Department .
Pursuant to Section 10-8 of the Hawaii County Charter, when during
any fiscal year there are available any funds for appropriation, the
mayor shall certify to the county council and the county council may
amend or make supplemental appropriations for the year up to the
amount of available revenues .
Your Committee on Finance is in accord with the intent and purpose
of Bill 536 and recommends that it pass first reading .
