Your Committee on Finance, to which was referred Bill 128, reports

Bill 128 proposes to amend Ordinance 89-85, the Operating Budget for
Fiscal Year 1989-90, by increasing revenues in General Fund accounts :

According to Finance Director Barry Mizuno, Section 286-27(d) , HRS,
as amended, mandates each county to provide necessary administrative
and enforcement services relating to the periodic motor vehicle
inspection (PMVI) program. Section 286-27(e) also provides for the
reimbursement to the County for providing these services .
A contractual agreement has been drafted to address the duties and
responsibilities of the County in executing the intent of the
program. It also stipulates the State ' s area of responsibilities
including the method in administration and enforcment of the PMVI
program. The contract may be amended or terminated by mutual
consent of the parties, who are the Mayor of the County and the
Director of Transportation of the State.

Because of the delay in the startup of the program, the estimated
expenditures, including cost of additional personnel, were based on
a 9-month budget for 1989-90 . New expenditure accounts were
established to separate cost items and to facilitate monitoring of
the PMVI program. The Police Department, who will be in charge of
the accounting process, already maintains some related expenditure
accounts and the budget changes would only require incremental
adjustments .
The additional positions fundable by this program are:
One (1) SR-19 Motor Vehicle Control Inspector II
Four (4) SR-18 Motor Vehicle Control Inspector I
Two (2) SR-09 Clerk-Stenographer
Your Committee on Finance, at its December 11, 1991 meeting,
recommended to file Bill 128 due to the adoption of Bill 271, the
operating budget, FY 1990-1991, Ordinance 90-74 on June 7, 1990 .
