Your Committee on Finance, to which was referred Bill 533, reports as
follows :
Bill 533 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by appropriating revenues in Contribution from
the Zoo Fund Account No . 3607 . 05 by $2, 000 and appropriating same to
the following account :

Communication No. 3084, dated November 12, 1991, from the Finance
Director, transmits said Bill 533 and other departmental
justification and information.
Communication No. 3084 allows the Finance Department to appropriate
projected revenues to the Contribution from Friends of the Zoo
Account of the General Fund and to allow the Department of Parks and
Recreation to receive contributions based on an annual projection for
the remainder of the fiscal year .
Pursuant to Section 10-8 of the Hawaii County Charter, when during
any fiscal year there are available any funds for appropriation, the
mayor shall certify to the county council and the county council may
amend or make supplemental appropriations for the year up to the
amount available revenues . Such appropriations may be made by
ordinance effective immediately upon adoption.

Your Committee on Finance is in accord with the intent and purpose of
Bill 533 and recommends that it pass first reading .
