Your Committee on Finance, to which was referred Resolution
No. 388-91, reports as follows :
The purpose of Resolution No . 388-91 is to transfer and appropriate
$31, 000 . 00 as follows :

Miscellaneous Contractural Services
Communication No . 3085, dated November 12, 1991, from the Director
of Finance transmits said Resolution No . 388 and departmental
information and justification.
Your Committee recommends that the consultant hired to expand the
long range data processing plan for Hawaii County include the KIVA
system and an assessment of how a Real Property Tax program can be
interfaced with the KIVA system. It is further recommended that the
consultant use the Maui plan as a model and apply it to Hawaii
County.
The motion was passed that the Administration include in this
contract a line item that would cover letting the consultant look at
the KIVA plan.
Pursuant to Section 10-9 of the Hawaii County Charter, the Council
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .

of Resolution No . 388-91 and recommends its adoption.
