Your Committee on Finance, to which was referred Resolution
No. 385-91, reports as follows :
The purpose of Resolution No. 385-91 is to create one (1)
Investigator V, SR-24 position, in the Office of the Prosecuting
Attorney.
Communication No. 3025 dated October 23, 1991 from Director of
Finance transmits said Resolution No . 385 and other departmental
information and justification.
Resolution No . 385 states investigative services for deputy
prosecutors would be better served on a ratio of one investigator to
two or three deputies . Also, that there is a definite need for an
additional Investigator V position to work on complex drug cases .
Further informs of viable candidate with appropriate experience
available in the Police Department .
Your Committee questioned the meaning of a letter from Police Chief
Vierra to Prosecuting Attorney Ono regarding the subject
investigator from the Police Department. Because Police Chief was
not available to clearly explain the content of the letter and one
of the Committee members was absent and had expressed desire that
the newly-created position be placed in Kona, the Committee voted to
defer Resolution No. 385 until the Finance Committee meeting on
November 26, 1991 .
Your Committee questioned Police Chief Victor Vierra regarding his
letter to Prosecuting Attorney Jon Ono concerning the Investigator V
position. Police Chief Vierra stated that he was in favor of the
candidate transferring to the Prosecutor ' s Office if the Police
Department didn' t lose the Captain' s position so it could be filled
with existing staff . The candidate is currently on the Police
Department payroll . Deputy Prosecuting Attorney Jay Kimura stated
that there are funds available in one of the Prosecuting Attorney' s
regular salaries and wages account for the Investigator V position.
Article V, Section 5-1 .4 (c) of the Hawaii County Charter states the
Mayor has the power to create positions, including position of
deputy or assistant to each head of an agency where such position
has not been created by this Charter, for which appropriations have
been made by the Council, and abolish positions with the consent of
the Council .

Your Committee on Finance concurs with the intent of Resolution
No. 385-91 and recommends its adoption.
