Your Committee on Finance, to which was referred Bill 522, reports
as follows :
Bill 522 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in the following General
Fund accounts :

Communication No. 3051, dated November 6, 1991 from Mayor Lorraine
Inouye transmits said Bill 522, Bill 523 and Bill 524 and other
departmental information and justification.
Communication No. 3051 further certifies General, Highway, Sewer,
Parking, Beautification and Capital Projects fund balances for
appropriation as of June 30, 1991 .
Administration proposes using available fund balances for purposes
described in Bills 522, 523 and 524 . They intend to prepare
appropriations for the Beautification Fund and remainder of Parking
Meter Fund on a project-need basis . Further proposes delaying
appropriation of remaining $183 , 000 of the General Fund as a hedge
against further reductions in TAT revenues .
Specifically, Bill No . 522 reduces the State ' s Grant-In-Aid by
$745, 000, the estimated shortfall in revenues from TAT; therefore,
reducing the General Fund Balance from Previous Year to a total of
$474 , 168 . The same amount is appropriated to the Capital Projects
Fund for the Kulaimano Community Complex.

Your Committee acknowledges Council adoption of Bill 491 on
November 6, 1991, which appropriates $1 million from General Fund
Balance from Previous Year to same Capital Projects fund for
Kulaimano Community Complex.
Your Committee was also informed that the Council Chairman received
a letter from the Mayor stating her intent to "veto" said Bill
No . 491, 9ecause Bills 491 and 522 propose to fund the Kulaimano
Complex with different funds, and pending Council decision to
override the Mayor ' s veto or accept Bill 522, the Committee voted to
defer action until more definitive fiscal analysis could be made.
On November 26, 1991, your Committee noted that Communication 3101,
vetoing Bill 491, was referred to the County Council . Since
Bill 491 had passed second reading, it was not possible to vote on
Bill 522 until the Council decided what to do with the Mayor ' s veto
of Bill 491 . Therefore, your Committee on Finance recommends that
Bill 522 be referred to the County Council without recommendation.
