Your Committee on Finance, to which was referred Bill 490, reports
as follows :
Bill 490 proposes to amend Ordinance 91-51, the Capital Improvement
Budget for Fiscal Year 1991-92, by adding the following project :
DEPARTMENT OF PUBLIC WORKS
Huina Road Improvements $500, 000
Funds for this project to be provided from the fund balance of the
Capital Projects Fund.
Communication No . 2876, dated September 18, 1991, from
Councilman James Y. Arakaki , transmits said Bill 490 and explains
proposed funding is needed because the people who utilize Huina Road
desire to have portions of it improved and because they have
petitioned the County Council regarding Huina Road they deserve a
positive response.
At the Finance Committee' s September 24 , 1991 meeting, your
Committee questioned and heard testimony from the Finance Director
concerning 1990-1991 fund fund balances and requested certification
of all fund balances for the past year be submitted to the Council
for review. According to the Finance Director, the requested
certification is in draft form and final copy would be forwarded to
Council within the next two weeks .
The Finance Director stated of the anticipated general fund fund
balance of $4 . 9 million, $3 . 5 million has already been
appropriated. Further, of the anticipated capital projects fund
fund balance of $1, 000 , 518, nearly all has been "earmarked" either
for the proposed Kulaimano Complex or Kealakehe Wastewater Treatment
Plant .
Your Committee deferred action until that time the Administration
submits to the Council certification of General Fund, Capital
Project Fund and other fund balances .

At its November 13, 1991 meeting, your Committee again considered
the subject Bill 490 . The Committee also reviewed Communication
No. 3051 dated November 6, 1991 from Mayor Inouye certifying fund
balances available for appropriation as of June 30, 1991 .
Also transmitted with Communication No. 3051 were Bills 522, 523
and 524 appropriating some of the fund balances remaining, reserving
other funds for future project needs and contingencies .
Your Committee acknowledges Council adoption of Bill 491
appropriating $1 million for Kulaimano Community Complex. The
Committee was informed the Council Chair was in receipt of a letter
from the Mayor stating her intention to veto Bill 491 and
substituting Bill 522 which presents a mixed operating and CIP
budget appropriation for the project .
Based on the direct impact on Bill 490 of the method chosen to fund
the Kulaimano Community Complex and pending Council decision
regarding Bill 491 and Bill 522 and other appropriations of fund
balances, your Committee voted to defer action on Bill 490 until
further fiscal analysis and definite decision concerning fund
balance appropriations could be made.
On November 26, 1991, after discussion, your Committee on Finance
noted that it was not possible to pass the Huina Road Project until
the Council decides whether to override the Mayor ' s veto of Bill 491
or to take the Mayor ' s recommendations in Communication 3051. It is
noted that the Mayor makes no provision for the funding of Huina
Road. Because of the uncertain funding, your Committee on Finance
approved forwarding Bill 490 to the County Council without
recommendation.
