Your Committee on Finance, to which was referred Bill 488, reports
as follows :
Bill 488 proposes to amend Ordinance 91-51, the Capital Improvement
Budget for Fiscal Year 1991-92, by adding the following projects :
DEPARTMENT OF PUBLIC WORKS:
Hilo Sewer Treatment Plant $353,300
(110-699-5692 . 69-115)
Kealakehe Wastewater Treatment Plant $163,200
Funds shall be provided from the Fund Balance Account of the Capital
Projects Fund:
Fund Balance (2271. 00) $516, 500
Communication No . 2873 , dated September 17, 1991, from the Finance
Director, transmits said Bill No . 488 and Department of Finance
Request For Council Action.
Your Committee requested the Administration provide the Council
final certification of FY 1990-1991 fund balances and suggested said
Bill 488 be deferred until same is received and reviewed by Council
members . Members also questioned if any of the proposed funds for
the Kealakehe Wastewater Treatment Plant were tied to the State' s
HFDC share of expenses for expansion of facilities . The
Administration explained that both aforementioned projects are
ongoing with pending change orders and subagreement amendments that
require certification of funds and which are contingent on the said
amount $516, 500 in lapse funds being reappropriated. These funds
will also be required for change orders presently being negotiated
and for future project claims and other expenses necessary to
complete both projects .
At the Finance Committee ' s September 24, 1991 meeting, your
Committee deferred action until Administration provide and the
Council review the Certification of Fund Balances .

At its November 13 , 1991 meeting, your Committee again considered
subject Bill No . 488 and also reviewed Communication No. 3051 dated
November 6, 1991 from Mayor Inouye certifying fund balances
available for appropriation as of June 30, 1991.
Your Committee on Finance is in accord with the intent and purpose
of Bill 488 and recommends that it pass first reading.
