Your Committee on Finance, to which was referred Bill 502, reports
as follows :
Bill 502 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in General Fund Account
No . 3301 . 14 , FEDERAL GRANT - RSVP, by $1, 695 . 00, and appropriating
same to the following accounts :

Communication No . 2952, dated October 5, 1991 from Director of
Finance transmits said Bill No. 502 and departmental justification
and information which explains increased appropriation of $1, 695 . 00
to Department of Parks and Recreation, Elderly Activities Division,
is due to increased federal funding of Retired Senior Volunteer
Program (RSVP) through federal ACTION agency (the federal volunteer
agency) .
Further states, additional appropriation represents 4 . 17% increase
over FY90 annualized level approved by ACTION for administrative
cost adjustments . Informs funds are to be used to implement
Section 225, Program of National Significance, and Section 226,
Adjustment to Federal Financial Assistance of the Domestic Volunteer
Service Act, as amended in 1989 . The County program intends use of
funds to help with transportation (mileage) costs incurred by staff
and program volunteers .

Your Committee on Finance is in accord with the intent and purpose
of Bill 502 and recommends that it pass first reading.
