Bill 500 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in General Fund Account
No . 010-000-3301. 20-000, State Grants Sr Comm Svc Emp Program, by
$18, 722 , and appropriating same to the following fund and
expenditure accounts :

Communication No . 2950, dated October 5, 1991 from Director of
Finance transmits said Bill No . 500 and states increased
appropriation of $18, 722 to Department of Parks and Recreation,
Elderly Activities Division, reflects increased federal funding from
Senior Employment Program through State Department of Labor (SCSEP
Contractors) . Department of Labor modified their allocation method
giving Hawaii County higher percentage of funds .
Justification submitted for Committee review indicates Federal
Title V funds are allocated to specific item/code accounts and
although total federal funding has increased by $18, 722, certain
item/code accounts are reduced. Further states additional funds
allocated in account 5484 . 02-115 is for contract work to recruit and
train applicants and enrollees, pre-employment X-ray costs and
contractual services (audit, training materials and supplies) .

of Bill 500 and recommends that it pass first reading .
