Place: Councilroom
Time: 10 : 00 a .m.
Chairman and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Resolution
No . 382-91, reports as follows :
The purpose of Resolution No . 382-91 is to increase the time element
of Position No . 2834 , Recreation Technician II 7/20T to 2/5T, which
translates from 14 hours per week to 16 hours per week.
Communication No . 2965, dated October 10, 1991, from the Director of
Finance, transmits said Resolution No. 382 and departmental
justification which states the position is currently vacant . Also
explains additional 2 hours per week allows subject Recreation
Technician 1/2 hour before opening skeet range to prepare and
another 1/2 hour after closing to clean up. Skeet range is open
Saturdays and Sundays unless there is National Guard training . At
times of National Guard training, subject Recreation Technician will
assist the Recreation Division conducting other programs .
Your Committee was informed by the Deputy Director, Department of
Parks and Recreation, that the Skeet Range is usually closed only
one weekend each month for National Guard training. Further, the
job description for the skeet range operator has been changed.
Initially, the position was maintenance-oriented. It is now a
recreation technician position which allows the department more
flexibility. The recreation technician can create and coordinate
more programs at the skeet range facility and drag strip.
Your Committee expressed its support for department initiative to
adjust hours of operations at County facilities to coincide with the
public demand for use.
Your Committee on Finance concurs with the intent of Resolution
No . 382-91 and recommends its adoption.
