Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 379-91, reports as follows : The purpose of Resolution No . 379-91 is to create one (1) Data Processing Systems Analyst, SR-24 position, in the Department of Finance, Data Processing Division, and transfer $24 , 651 from the Contingency Account (010-911-5911. 13-341) into Regular Salaries and Wages Account (010-121-5126 . 01-011) . Communication No . 2904 , dated September 17, 1991, from Director of Finance transmits said Resolution No . 379-91 and other departmental justification and information. The proposed System Analyst II would provide technical support and training for PC users, and permit EDP to increase its involvement, coordination, support and leadership in PC development . Your Committee acknowledges current fiscal year budgeted funding for computer-related equipment and services, including funding for the subject position, was placed in a contingency account, pending Council acceptance of County Long Range Computer Plan. A computer assessment and plan was released in June 1991 . This plan revealed a need by many County agencies for advice, assistance and support in the area of personal computers . During the Finance Committee meeting on October 8, 1991 subject Bill No. 494 was deferred until the next Finance Committee meeting on October 22, 1991 at which time related issues and the County Long Range Computer Plan will be furthered discussed. On October 22, 1991, after deliberation regarding other computer-related issues proposed by Resolution Nos . 346, 347 and 348, your Committee voted to approve Resolution No . 379-91 based on Administration' s assurances that subject position would affect the plan to computer decentralization and assist County personnel with P.C. training and support, otherwise the position would be abolished. Section 5-1 .4 (c) , Hawaii County Charter states , "the Mayor shall have the power to create positions, including position of deputy or assistant to each head of an agency where such position has not been created by the Charter, for which appropriations have been made by the Council and abolish positions with the consent of the Council .
