Your Committee on Finance, to which was referred Resolution
No . 348-91, reports as follows :
The purpose of Resolution No . 348-91 is to transfer and appropriate

Communication No . 2680, dated July 15, 1991, from the Director of
Finance, transmits for Council consideration Resolution Nos . 346,
347 and 348, which would transfer funds from the general, highway
and housing contingency accounts to various departmental computer
equipment and software accounts . Also transmits copies of the Data
Processing Review and Long Range Plan for the County of Hawaii .
Your Committee acknowledges the Financial Audit Report for Fiscal
Year 1989-1990 recommended a long range data processing plan be
developed for Hawaii County. During the Fiscal Year 1991-1992
Budget Review, the Council adopted Bill 403 (Draft 3) which, as
amended, placed administration computer equipment and software fund
requests into appropriate contingency accounts pending
administration completion of an adequate long range data processing
plan.
Communication No . 2680 states therein the Data Processing Review and
Long Range Plan, as submitted, represents the initial step toward
establishing maximum efficiency in computer operations, while
addressing the changing computer requirements of the County' s
departments and agencies .

Further states the Plan includes an assessment of current
applications and capabilities; an assessment of the County' s needs
which require data processing support; determination of current and
future hardware and software requirements to meet data processing
needs; determination of personnel training requirements; and the
current and future role and responsibilities of the Data Processing
Division and department users .
At the Finance Committee meeting August 13 , 1991, your Committee was
not satisfied with the information provided in the Long Range Plan.
They felt it was more an assessment and did not sufficiently address
critical aspects of strategic planning, such as objectives, budget
considerations, present and future computer architecture and
transition timetable.
It was noted that some sort of integrated computer system plan was
necessary and applications as geographical information, accounting,
data processing, etc. should be looked at collectively, rather than
continue to purchase hardware and software applications on a
piecemeal basis .
Your Committee requested the Administration provide more detailed
departmental justifications . They suggested each department submit
for Council review a complete (Form-H1 and H2) as found in the
Appendices in the Administration' s plan. The Council decided to
defer action on Resolutions 346, 347, and 348 .
At the Finance Committee meeting October 22, 1991, Resolution
No . 346 was amended to reflect equipment purchases sufficiently
justified. Remainder of requests were deferred pending consultant
study. Resolution No . 347 was also deferred. Subject Resolution
No. 348 was approved in total .
Pursuant to Section 10-9 of the Hawaii County Charter, the Council,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance concurs with the intent of Resolution
No . 348-91 and recommends its adoption.
