Also transmits copies of the Data Processing Review and Long Range Plan for the County of Hawaii . Your Committee acknowledges the Financial Audit Report for Fiscal Year 1989-1990 recommended a long range data processing plan be developed for Hawaii County. During the Fiscal Year 1991-1992 Budget Review, the Council adopted Bill 403 (Draft 3) which, as amended, placed administration computer equipment and software fund requests into appropriate contingency accounts pending administration completion of an adequate long range data processing plan. Your Committee was informed the Data Processing Review and Long Range Plan, as submitted, represents the initial step toward establishing maximum efficiency in computer operations, while addressing the changing computer requirements of the County' s departments and agencies . Communication No. 2680 further states the Plan includes an assessment of current applications and capabilities; an assessment of the County' s needs which require data processing support; determination of current and future hardware and software requirements to meet data processing needs; determination of personnel training requirements; and the current and future role and responsibilities of the Data Processing Division and department users . At the Finance Committee meeting August 13 , 1991, your Committee was not satisfied with the information provided in the Long Range Plan. They felt it was more an assessment and did not sufficiently address critical aspects of strategic planning, such as objectives, budget considerations, present and future computer architecture and transition timetable. It was noted that some sort of integrated computer system plan was necessary and applications as geographical information, accounting, data processing, etc. should be looked at collectively, rather than continue to purchase hardware and software applications on a piecemeal basis . FC- 458 Page 3 October 22, 1991 Your Committee requested the Administration provide more detailed departmental justifications . They suggested each department submit for Council review a complete (Form H1 and H2) as found in the Appendices in the Administration' s plan. The Council decided to defer action on Resolutions 346, 347, and 348 . Committee Chairwoman informed members of meeting October 17, 1991 with Finance Director to discuss subject resolutions and justifications transmitted for Committee review by way of Communication No. 2924 . Committee Chair explained the justifications entitled "Request to Budget New Equipment" were not sufficiently completed and most did not provide enough detailed information. She requested each department submit for Committee review complete computer plans addressing needs and implementation schedule and timetable. She noted Administration' s intention to hire a consultant to expand the Data Processing Review and produce a product similar to the Maui Computer Plan, subject of Communication No . 2937 . She cited in the Maui Plan that each (Maui) department had completed a 5-year computer plan which was reviewed and evaluated and incorporated into a County-wide long-range plan. Thus, the reason for requesting similar planning actions by County of Hawaii departments . Your Committee discussed Resolution No . 346 and each requested appropriation for computer equipment. They also heard testimonies with additional justifications from Administration representatives . The Chairwoman felt equipment for desk-top publishing by the Mayor ' s Office was redundant and unnecessary. Although proposed for use to produce a newsletter, the Chair noted that Civil Service stated in their justifiation they would, in fact, be assigned the responsibility for producing the newsletter . The Committee deliberated each item and resolved to support proposed expenditures for only Family Support Services, Accounts Division, Planning Department, Safety Division and some of the equipment requests made by Data Processing . Family Support Division, Office of Corporation Counsel, supplied ample justifications to purchase three (3) surge protectors for a total of $300 . 00 . It was felt surge protectors are possibly necessary items for all departments and recommended EDP look at their policy guidelines regarding that type of equipment . Further, the requested memory expansion board for $500 . 00 was believed to be cost efficient as it expands present computer capacity to fully use the software application currently in-use. The Accounts Division presented a thorough plan in the information submitted October 17, 1991 and the Committee agreed their total request for $7, 500 . 00 was justifiable. FC- 458 Page 4 October 22, 1991 As well, the Planning Department ' s proposal was complete and the department had in-house expertise for design, acquisition, set-up and expansion of requested (LAN) system. The Committee requested the department consider a system to accommodate tabular and geographic information system and advise the Council as to their findings . The Committee felt information submitted by Safety Division was sufficient to warrant acquisition of requested equipment and proprietary software. Members were further informed that the proposed system would positively affect Police and Fire Department Workman' s Compensation workload. Also, Corporation Counsel testified subject equipment would be useful with risk management on a County-wide basis . The total appropriation approved is $51, 752 . 00 . Data Processing plan was not entirely sufficient to warrant release of all funding for computer equipment . The Committee felt justifications for the requested tape back-up system was adequate as equipment will reduce unit tape cost, man-hours and save space. The approved appropriation was for $20, 000 . 00 . Also approved was Data Processing request for telecommunication upgrade totaling $40, 000 . The Committee was informed the need is now critical and acquisition is supported by other agencies of the County. The appropriation is designated for replacement purchase of telecommunications modems . Your Committee was informed the EDP update submitted October 17 was not meant to be an update of the Data Processing Review and Long Range Plan, rather an update of EDP division. Further informed that only 50% of County departments and agencies presently have a computer plan. The Police Department, Prosecuting Attorney' s Office and Liquor Control Board have all requested and budgeted for independent consultant study. At this point, Committee members suggested a comprehensive study was needed to look at the entire County needs rather than by departments . Pursuant to Section 10-9 of the Hawaii County Charter, the Council, by resolution, may transfer part or all of any unencumbered appropriation balance from one agency to another . Your Committee voted to amend Resolution No . 346-91 to reflect support for aforementioned departments and the specific computers cited. Other requested equipment not included in Resolution No. 346, Draft 2, as amended, and Resolution 347 were deferred pending completion of planned consultant study. -w FC- 458 Page 5 October 22, 1991 Your Committee on Finance is in accord with the intent and purpose of Resolution No . 346-91, Draft 2, and recommends its adoption.
