Your Committee on Finance, to which was referred Communication
4io. 2881, reports as follows :
Communication No. 2881, dated September 12, 1991, from
Mayor Lorraine R. Inouye, requests Council take appropriate action
regarding a donation from Mr . Greg Ogin, President, Kona-Kohala
Chamber of Commerce, of computer equipment and software for use by
the Planning Department . States, Planning Department will be able
to make very good use of the equipment .
Communication 2927, dated October 7, 1991, from Planning Director
Norman Hayashi , refers to the subject donation, further explaining
there are 5 lap top computers and package software being donated.
Mr . Hayashi testified equipment will be used by professional
planners within the Planning Department and by the staff who service
the Planning Commission. He also stated equipment can be interfaced
with proposed local area network system (LAN) when it comes on
line. However, the donated equipment is not compatible with
existing equipment in use. A planner/computer specialist was
consulted regarding the donated equipment and is presently working
on LAN system plan, GIS application and is also assisting members of
reapportionment committee.
Your Committee Chairwoman questioned Corporation Counsel if there is
conflict of interest with subject donor, as organization does give
input to Planning Department and Planning Commission. Corporation
Counsel responded there is no conflict .
Pursuant to Section 13-12, Hawaii County Charter, the Council, on
behalf of the County, may accept gifts of donations of money,
securities or other personal property or of real estate or any
interest in real estate.

Your Committee on Finance recommends acceptance of the donation of
computer equipment and software and that a letter of appreciation be
forwarded to Mr. Greg Ogin, President, Kona-Kohala Chamber of
Commerce, 75-5737 Kuakini ighway, Suit 206, Kailua-Kona, HI 96740 .
