Your Committee was informed that funding received in fiscal years 1989-1991 has been used in part to establish a computer integrated management system related to Youth Gang activities . Although funding was initially intended for use to hire a deputy prosecutor and legal stenographer for Youth Gang Program, the Prosecutor has been unable to find willing, able and qualified persons to fill these positions . Referenced funding is State grants-in-aid and as such does not lapse and has been carried forward to current fiscal year . Bill No. 494 appropriates the current year ' s grant to fund the still vacant deputy prosecutor and legal stenographer positions .
