Your Committee on Finance, to which was referred Bill 494 , reports
as follows :
Bill 494 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in General Fund Account
No . 3304 .48, State Grants - Youth Gang Program, by $100 , 000 . 00, and
appropriating same to the following accounts :

Communication No . 2903 , dated September 17, 1991, from Director of
Finance, transmits said Bill 494 ; Resolution 378-91, creating one
(1) Data Processing Systems Analyst II and one (1) Data Processing
Systems Analyst I position for Youth Gang Program; and also
transmits departmental information and justification.
Your Committee was informed that funding received in fiscal years
1989-1991 has been used in part to establish a computer integrated
management system related to Youth Gang activities . Although
funding was initially intended for use to hire a deputy prosecutor
and legal stenographer for Youth Gang Program, the Prosecutor has
been unable to find willing, able and qualified persons to fill
these positions . Referenced funding is State grants-in-aid and as
such does not lapse and has been carried forward to current fiscal
year .
Resolution 378-91 proposes using such fund balance to fund two (2)
data processing analyst positions . Bill No. 494 appropriates the
current year ' s grant to fund the still vacant deputy prosecutor and
legal stenographer positions .

Your Committee Chair recommended both Bill No . 494 and Resolution
No . 378 be deferred until the Finance Committee meeting on
October 22, 1991 at which time related issues and the County' s Long
Range Computer Plan would be further discussed. However, the
Prosecuting Attorney testified their personnel needs as requested
were immedidate, their computer plan intact and systems on-line.
Members agreed to his request for immediate action.
Your Committee on Finance is in accord with the intent and purpose
of Bill 494 and recommends that it pass first reading .
