Your Committee on Finance, to which was referred Resolution
No . 378-91, reports as follows :
The purpose of Resolution No . 378-91 is to create one (1) Data
Processing Systems Analyst II, SR-24 and one (1) Data Processing
Systems Analyst I , SR-22 in the Office of the Prosecuting Attorney
for as long as the State Legislature provides funding for the Youth
Gang Program.
Communication No . 2903 , dated September 17, 1991, from Director of
Finance, transmits said Resolution 378-91; Bill 494 amending
Ordinance 91-50 and appropriating $100, 000 of State Grants to Youth
Gang Program; and other departmental justification and information.
Your Committee was informed the State Legislature appropriated
$100, 000 per year grant-in-aid for fiscal years 1989-1991 to the
Office of the Prosecuting Attorney for the prosecution component of
the State Gang Response Project . The funding for the Prosecutor ' s
Office complements Gang funding provided to the Hawaii County Police
Department .
Although the funding was initially intended for use hiring a Deputy
Prosecutor and stenographer, it has been difficult to find
qualified, able and willing persons for the positions . Therefore, a
portion of the grant was used to begin development of the
prosecutor ' s information management system to track youth gang
members .
As the monies thus far received are direct grants-in-aid and have
not lapsed and additional funding has been acquired to fund the
deputy and legal stenographer for coming biennium, the Prosecutor ' s
Office requests use of unspent funds be used for the proposed data
processing positions .

Your Committee was told the new data processing personnel would be
used to develop a computer networking system. Currently, a
statewide police system has been established linking gang units
together . The Prosecutor ' s Office desires to link and build on this
system. Also, they seek network capability with Family Court,
Juvenile Justice Information System and the State' s Offender Based
Transaction System. The objective is to electronically integrate
and interface criminal and juvenile justice information management
systems in the County and State to better serve interests of justice
and society. Thereby, provide automated operational capabilities to
all agencies and components of the criminal and juvenile justice
systems in Hawaii .
Your Committee Chair recommended both Bill No. 494 and Resolution
No . 378 be deferred until the Finance Committee meeting on
October 22, 1991 at which time related issues and the County' s Long
Range Computer Plan would be further discussed. However, the
Prosecuting Attorney testified their personnel needs as requested
were immediate, their computer plan intact and systems on-line.
Members agreed to his request for immediate action.
Ordinance 91-57 amending Chapter 2, Article 4 of the Hawaii County
Code by adding the definition of the term "Encumbrance" and states
therein "An appropriation by the council of state, federal or
private funds which are legally restricted by the terms of the grant
or agreement to specific purposes shall be considered encumbered
until the purposes of the grant or agreement are accomplished or
abandoned. "
Your Committee on Finance concurs with the intent of Resolution
No . 378-91 and recommends its adoption.
