Your Committee on Finance, to which was referred Resolution
No . 375-91, reports as follows :
The purpose of Resolution No . 375-91 is to create two (2) Recreation
Technician II (1/2 T) SR-11 positions and delete Position No. 2830,
Recreation Technican III, SR-13 .
Communication 2872, dated September 17, 1991, from the Finance
Director, transmits said Resolution No . 375 and supporting
documentation and justification. Your Committee received and
reviewed Resolution No . 375 (Draft 2) transmitted by Communication
No . 2893 , dated September 23 , 1991 . The purposes of Draft 2 are to
further explain the need for the new positions and to correct an
error in the position level of the Recreation Technician in South
Kohala, as the Position Information form was misread. This position
was originally listed as a Recreation Technician II, and should have
been listed as a Recreation Technician III .
Your Committee was informed it is departmental policy to reevaluate
position vacancies and reassess programs for cost effectiveness .
The position to be abolished, Recreation Technician III , is a
full-time position presently vacant and in Pepeekeo . In light of
this anticipated reorganization, the Recreation Technician I (1/2 T)
position in Hakalau was transferred to Pepeekeo and reallocated to a
Recreation Technician III . Pepeekeo is now serviced by a
Recreation Technician III only (1/2 T) , who also oversees limited
activities in Hakalau. The Honokaa Gym would supplement its present
staff, Recreation Director II and Building Custodian I (1/2 T) with
one (1) newly created Recreation Technician II (1/2 T) SR-11
position. Similarly in South Kohala, an additional (1/2 T) position
is requested to oversee activities at the Thelma Parker Gym, and the
present full-time staff, Recreation Director I , would take
responsibility for Waimea Park. The new ( 1/2 T) position in this
case is a Recreation Technician III .
Your Committee heard testimony regarding the proposed
reorganization. According to the Hamakua and North and South Hilo
District Supervisor, activities at Hakalau have dropped drastically.

Your Committee members suggested decreased use of facilities could
be related to the deteriorating building facilities . The
Administration noted less demand for program activities as opposed
to facility usage, adding the facility is available for community
use and requires only that the public schedule and sign-out keys .
Further informed that Pepeekeo and Hakalau have been serviced by the
Recreation Technician III (1/2 T) 2 :30 p.m. - 6 :30 p.m. since
February, 1991 . The service has been sufficient to meet program
activity demands and facility usages . Without abolishing the
Recreation Technician III position at Pepeekeo, there would not be
sufficient work for both persons . Furthermore, when there is an
increased demand for more personnel support in Pepeekeo and other
nearby areas, the remaining Recreation Technician III (1/2 T)
position can be reallocated to full-time.
The Administration contends the present needs in Honokaa and Waimea
warrant the proposed reorganization and the plan is cost-effective
using funds from a funded but vacant position to cover the added
salary expenses incurred by creating the two (2) new (1/2 T)
positions .
Your Committee recommended that long-term needs be evaluated
together with short-term positioning and that newly-created
positions be scheduled to work during hours which coincide with
youth activities and needs .
Article V, Section 5-1 .4 (c) of the Hawaii County Charter states the
Mayor has the power to "create positions, including position of
deputy or assistant to each head of an agency where such position
has not been created by this charter, for which appropriations have
been made by the council and abolish positions with the consent of
the council . "
Your Committee on Finance concurs with the intent of Resolution
No . 375-91, Draft 2, and recommen4s 4s adoption.
