Your Committee on Finance, to which was referred Bill 489, reports
as follows :
Bill 489 proposes to amend Ordinance 91-51, the Capital Improvement
Budget for Fiscal Year 1991-92, by increasing the appropriation for
the Kamaoa Road Safety Improvement project by $110, 000 . Funds for
this appropriation increase shall be provided from the fuel tax
increase proceeds .
Your Committee was informed that Bill 227, as originally introduced,
proposed in part to delete the appropriation $110, 000 for the South
Point Road Realignment and to increase the Kamaoa Road Safety
Improvement project by $110, 000 . The Finance Committee approved
Bill 227 and passed it to full Council . At Council, Bill 227 was
amended and (Draft 3) enacted as Ordinance No . 90-49 . However,
Ordinance No. 90-49 reversed those proposed changes and kept South
Point Realignment project at $110, 000 and Kamaoa Road Safety
Improvement project at $17, 820 .
Your Committee was informed it is the Administration' s feeling that
the Kamaoa Road Safety Improvement project warrants higher priority
consideration than the South Point project and therefore recommends
additional funding as indicated be provided from fuel tax increase
proceeds .
Your Committee on Finance is in accord with the intent and purpose
of Bill 489 and recommends that it pass first reading.
