HomeMy WebLinkAboutREP FC 445 09/10/1991 REPORT OF THE COMMITTEE ON FINANCE Date: September 10, 1991 Re: -Comm. 2832 Place: Councilroom Time: 10 : 00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 485, reports as follows : Bill 485 proposes to amend Ordinance 91-51, the Capital Improvement Budget for Fiscal Year 1991-92, by adding the following projects : Department of Parks & Recreation Kailua Park Gymnasium $1,200, 000 (110-599-5597 . 16-115) Kailua Park Multi-Purpose Facility 2,452, 500 (110-599-5597 . 17-115) Kailua Park Terminal Building Roof Repairs 97, 500 (110-599-5597 . 18-115) Kailua Park Multi-Purpose Athletic Fields 250, 000 (110-599-5597 . 18-115) $4 , 000, 000 Funds for this project shall be provided from the "Capital Projects Fund Fund Balance - Designated" (acct . 2271 . 05) which is presently $4, 000, 000 representing lease premium paid by Kealakehe Associates for the Kealakehe golf course development . Communication 2832 dated August 27, 1991 from the finance director, transmits said Bill No. 485 and other justification. Your Committee was informed an additional $1,200, 000 to supplement prior appropriation was needed to award a $5, 149 , 927 construction contract for the Kailua Park Gymnasium. Also, $2,452, 500 is needed to initiate planning, design and construction for the Kailua Park Multi-Purpose Facility. Construction funds will be supplemented by the $1, 000, 000 Kealakehe Golf Course community impact assessment contribution. Regarding the Kailua Park Terminal Building Roof Repairs, your Committee was told prior repair and maintenance funds were insufficient for the scope of the project and another $97, 500 needed to award construction contract . Finally, Kailua Park Multi-Purpose Athletic Fields require $250, 000 for planning, design and construction. FC REPORT N0, 445 ADOPTED: SEP 18 1991 FC- 445 Page 2 September 10, 1991 Your Committee member from Kona suggested the appropriation of $2,452, 000 be the subject of a public hearing in Kona and that the results of such hearing be considered prior to final reading of the subject Bill 485 . Your Committee agreed to forward Bill 485 to full Council and evaluate there any new information from the Administration and results of additional public input .
