Your Committee on Finance, to which was referred Resolution
No . 370-91, reports as follows :
The purpose of Resolution No . 370-91 is to create one (1) school
crossing guard position to be assigned to Keonepoko Elementary
School .
Communication No. 2833 , dated September 3 , 1991, from the Finance
Director, transmits said Resolution No . 370 and explains the Council
has already approved FC Report No . 424 , requesting said position and
assignment at Keonepoko Elementary School . Your Committee
acknowledges the school opened on September 3 , 1991 and there exists
an imminent need to fill this position as soon as possible.
Your Committee was informed funding will be provided through Police
Regular Salary and Wages account .
Your Committee heard testimony from a Police Department
representative that he, representatives from the State Department of
Accounting and General Services (DAGS) and the County' s Public Works
Department were present at Keonepoko School on opening day,
September 3 , 1991, to monitor the traffic and school crossing
situation. He stated (DAGS) had installed temporary safety beacons
alerting oncoming traffic of the sharp radius curve and noted (DAGS)
was in the process of securing permanent flashers to replace
temporary beacons positioned at opposite ends of Kahakai Blvd.

from Public Works indicating the proposed sites of two school
crosswalks which would be painted concurrently with the creation of
a school crossing guard. They determined one (1) school crossing
guard was sufficient to monitor the close proximity crosswalks .
Your Committee requested the Police monitor (DAGS) installation of
permanent flashing lights and advise as to the progress of the
project, also to check with (DAGS) and report the status of similar
flashing lights request for Naalehu School .

No . 370-91 and recommends its adoption.
