Your Committee on Finance, to which was referred Bill 472, reports
as follows :
Bill 472 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in General Fund Account
No . 3301 . 60, Federal Grants - Operation Sweep, by $128, 000 . 00, and
appropriating same to the following account :

Contract Services
Communication No . 2777 from the Finance Director transmits said
Bill 472, Departmental Request for Council Action, Transmittal
Letter for Contract from State Attorney General and Budget Details .
Your Committee was informed the total grant is $228, 000, of which
$57, 000 is State agency matching fund. Also, that $100, 000 of said
amount was appropriated during FY 91-92 budget proceedings . Total
amount is now available for disbursement by State Department of the
Attorney General .
Your Committee received public testimony objecting to the use of
public funding for marijuana eradication operations . Speakers
suggested using the funds for programs which addressed other more
harmful drug substances, to include alcohol abuse.
Your Committee also received testimony and questioned a
representative from the Police Department regarding the use of the
subject funding . The police officers said a majority of the subject
monies was used to rent a private helicopter, which together with
3-4 other DEA and National Guard helicopters, are used during a
mission. Based on an annual rental cost of $143 , 000 per year, a
Committee member suggested the Police examine the possibilities of
purchasing rather than renting a helicopter . The Police
representative told members that presently the DEA helicopters are
not available for use, as one recently crashed, and the other is
under repair . Furthermore, that DEA is presently without a pilot
because of the recent fatal crash.

Your Committee on Finance is in accord with the intent and purpose
of Bill 472 and recommends that it pass first reading .
