Your Committee on Finance, to which was referred Bill 470, reports
as follows :
Bill 470 proposes to amend Ordinance 91-51, the Capital Improvement
Budget for Fiscal Year 1991-92, by adding the following project:
Waikoloa Affordable Housing Project $30, 000, 000
(110-499-5494 . 05-115)
Communication 2759 from Councilman Harry S. Ruddle, Chairman of
Hawaii County Housing Agency (HCHA) dated August 14 , 1991 states the
subject Bill 470 and the accompanying Bill 471 (Draft 1) authorizing
the issuance of $30, 000, 000 of General Obligation Bonds were
submitted to him by the Office of Housing and Community Development
(OHCD) .
Further states said fund amount is needed to cover public improvement
costs for the Waikoloa Affordable Housing Project which can start as
soon as the Agreement between the County and Nansay, Inc . , is
executed.
Your Committee on Finance is in accord with the intent and purpose of
Bill 470 and recommends that it pass first reading .

MINORITY REPORT OF THE COMMITTEE ON FINANCE

We do not concur with the Finance Committee Report regarding
Communication 2759/Bill 470 because we do not believe that the issues
were thoroughly discussed.
We believe that adding a public improvement project and financing a
private developer to build it with a General Obligation bond float of
$30, 000, 000 is too important a decision to be made without more
public input . In particular, we object to the motion to "call the
previous question" which effectively cuts off debate.
