Your Committee on Finance, to which was referred Resolution
No . 369-91, reports as follows :
The purpose of Resolution No . 369-91 is to create one (1) Treasury
Clerk I , SR-12, position in the Department of Finance, Treasury
Division. The State Department of Transportation will fund the
subject position for six (6) months in FY 91-92 and annually
thereafter .
Communication No . 2782, dated August 20, 1991, from the finance
director transmits said Resolution No . 369-91 and Bill No . 477
which, if approved, would amend Ordinance 91-50, as amended,
appropriating a State grant-in-aid to the Treasury Division to fund
subject position and purchase office and computer equipment .
Your Committee reviewed a letter from the State Department -of
Transportation, dated August 5, 1991, which states, based on results
of a time study summary dated June 10, 1991, regarding collection of
State vehicle weight tax and registration fees, the DOT will support
a total of five (5) State-funded positions for the County of Hawaii,
Treasury Division. The subject SR-12 ,position is the authorized
addition and will be placed in North Kona . Also authorized is the
purchase of office and computer equipment totaling $3 , 300 .
The State Department of Transportation letter further states they
will reimburse the County of Hawaii, Treasury Division, for
EDP hardware conversion for the Kona office up to $10, 000 .
Section 5-1 .4 (c) , Hawaii County Charter states, "The mayor shall
have the power to create positions, including position of deputy or
assistant to each head of an agency where such position has not been
created by this charter, for which appropriations have been made by
the council and abolish positions with the consent of the council . "
