Your Committee on Finance, to which was referred Resolution
No . 367-91, reports as follows :
The purpose of Resolution No . 367-91 is to create one ( 1) Sewer
Maintenance Supervisor FI-9 position and one (1) Sewer Maintenance
Repairer WB-9 position in the Department of Public Works, Wastewater
Division. Further, to authorize transfer of $20 , 000 from the
Contingency Account of the Sewer Fund and $20 ,446 from the
Contingency Account of the General Fund into the Regular Salaries
and Wages account of the Department of Public Works, Wastewater
Division (see Resolution 368-91 and Bill No . 476) .
Communication No . 2781 from the Finance Director dated August 20,
1991, transmits for Council consideration said Resolution No . 367,
Resolution No. 368 and Bill No . 476 . Also transmits Departmental
Request for Council Action, Approval of Personnel Committee, Funding
Requirements, Position Descriptions and Position Information Forms .
Your Committee was informed several collection lines in East Hawaii
are over sixty (60) years old and EPA has mandated new collection
lines constructed for Waiakea Houselots , Waiakea Mill Pond, Ainako
Avenue and Kalanianaole Avenue areas . Present and future lines
require County maintenance activities which warrant dividing
responsibilities for East Hawaii area between two (2) maintenance
crews .
Presently, there are one (1) sewer maintenance supervisor and three
(3) sewer maintenance repairers . Therefore, by adding one (1) sewer
maintenance supervisor and one (1) sewer maintenance repairer, each
of the crews could be divided evenly with a supervisor and two
repairers .

During the Finance Committee meeting, the Administration withdrew
said Resolution 367 and Resolution 368, Bill No . 476 and all
associated communications .
Your Committee on Finance recommends that the file on Resolution
No . 367-91 be closed.
