Your Committee on Finance, to which was referred Resolution
No . 359-91, reports as follows :
The purpose of Resolution No . 359-91 is to authorize the Mayor to
enter into a lease agreement with GTE Hawaiian Telephone Company,
Inc. and requests sufficient funds be budgeted for future fiscal
years to cover the obligation of the County under the lease
agreement .
Communication No . 2741, dated August 6, 1991, from the finance
director transmits said Resolution No. 359-91 and the "E-911
Emergency Telephone Services" for the County of Hawaii as submitted
by GTE in August 1991 and which includes the proposed agreement,
proposal, specifications and general terms and conditions .
In regards to the subject E-911 proposal, your Committee also
reviewed Communication No . 2787 from Councilwomen Helene Hale and
Merle Lai , dated August 21, 1991. Said communication is a travel
report describing their recent trip to Honolulu to examine Oahu ' s
E-911 system. Therein are contained a number of observations and
questions for Council review regarding E-911 service.
Your Committee heard testimony from William Santos, Gil Chang and
Linda Kelii . Mr. Chang said GTE was presently establishing a direct
mailing system to verify subscriber addresses in order to verify and
update GTE information data base.
Mr . Santos added that the PUC regulates the company and GTE is
required to pay $8 . 50 for each change to its informational data base.
Your Committee members responded by questioning the need for an
"envelope stuffing" operation chargeable to the County. They
expressed concern about an additional $108,458 for optional services
to perform the GTE data base update because recently the County gave
the Department of Public Works $75 , 000 to assign houselot numbers
throughout the County. They suggested information compiled by
Public Works should be used to update GTE data bases and the cost
for such update should be reduced or entirely absorbed by GTE.

Your Committee heard testimony from the Chief Engineer, Public
Works, regarding the housing numbering program. He stated that
although the use of Tax Map Key (TMK) numbers seemed appropriate for
use as address designations, the change in zoning, subdivision
approvals and other developments meant that TMK addresses would not
always be consecutively numbered.
Your Committee was told that 77% of the telephone numbers will have
an Automatic Number Identification (ANI) feature which allows the
receiving central office to detect the calling station number and
forward the data to another station. However, in order for a screen
display of address information to occur, the addresses will need to
be validated and the data base updated to reflect (ALI) . The other
23% of subscribers need addresses assigned and information added to
the data base before the ANI/ALI combination is available.
Your Committee was informed GTE projects 100% conversion to E-911
will take 5-6 years and at the latest will be completed before the
turn of the century.
Your Committee was further informed by GTE representative the
estimated cost of tariff and special assembly equipment would exceed
$500, 000 thereby requiring PUC approval to purchase the equipment
before proceeding with implementation.
Your Committee questioned the reference in the GTE proposal of
Liability Insurance of only $100, 000 per person/occurrence, and was
informed said reference was a typographical error and should/will
read $300, 000 . The Committee recommended that the Administration
consult with Corporation Counsel to determine if the $300, 000 amount
is sufficient .
Upon implementation of the E-911 system, your Committee was informed
Fire and Police can be accessed through both 911 numbers and a seven
digit phone number. However, the seven digit will be available for
non-emergency calls . Also, each of the independent station numbers
will be listed for public information calls directly to that station.
Section 10-11, Hawaii County Charter states, " . . . any contract lease
or other obligation requiring the payment of funds from the
appropriations of a later fiscal year or of more than one fiscal
year shall be made or approved by resolution. "

Your Committee on Finance concurs with the intent of Resolution
No. 359-91 and recommends its adoption.
