Your Committee on Finance, to which was referred Bill 469, reports
as follows :
Bill 469 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1990-91, by increasing revenues in General Fund Account
No. 3609 . 10, Fund Balance From Previous Year, by $362,425 .31, and
appropriating same to the following account:

Bill 469 , if approved, would establish a fund balance reserve
account for drug enforcement to identify these funds .
Communication No . 2723 from the Director of Finance dated July 25,
1991, transmits said Bill 469 and explains therein the County
received in May 1991, a $500, 000 check from the U.S. Custom Service
under the Asset Sharing Program for the seizure of the sailing
vessel "Aarosand" in Kailua-Kona, on May 8, 1988 .
Also attached to Communication No. 2723 is a letter from an agent of
the U.S. Custom Service dated May 2, 1991 which states, in
accordance with federal laws, asset sharing between federal and
local law enforcement agencies requires that funds shared must be
used to enhance the County' s anti-narcotics initiatives .
Your Committee was informed $250, 000 was budgeted for Drug
Enforcement Forefeitures for FY 1990-1991 . Because the awarded
$500, 000 was received late May ' 91, the Administration did not have
time to go in for a supplemental appropriation ordinance and
$362,425 .31 of the U.S. Customs forfeiture check lapsed to the fund
balance.

of Bill 469 and recommends that it pass first reading .
