Your Committee on Finance, to which was referred Bill 466, reports
as follows :
Bill 466 proposes to amend Ordinance 91-51, the Capital Improvement
Budget for Fiscal Year 1991-92, by adding the following project :
KULAIMANO COMMUNITY COMPLEX $1, 000, 000
Funding for this project may be provided from the fund balance of
the current year or the sale of General Obligation Bonds and/or any
other source deemed appropriate.
A letter to Mayor Inouye from Councilwoman Merle K. Lai, dated
July 30, 1991, transmitting said Bill 466 states Act 296 of the
16th State Legislature provides $1, 000, 000 appropriation for a
Kulaimano Community Complex. She contends this is an opportunity
for the County to cooperate with the State to develop another needed
public facility. However, she notes the State appropriation is
contingent that the County of Hawaii match the appropriation on a
dollar-for-dollar basis . The Councilwoman also requests the Mayor ' s
review and recommendations of the subject Bill 466 .
Your Committee heard extensive testimony and received numerous
letters in support of the Kulaimano Community Complex. Senior
citizen concerns, youth facilities and the need for a centralized
social and recreational facility in the Pepeekeo area were
expressed. A member of the Pepeekeo Steering Committee testified
that over 35 organizations had submitted letters, thus far, in
support of the facilities . The Chair directed staff to insure
letters be forwarded with other subject documents to the Council for
review.
Your Committee acknowledges the land donated by C. Brewer for the
complex is contingent on the use of the same for the proposed
complex and the State appropriation contingent on a dollar matching
appropriation by the County. Although no response to subject
Bill 466 and Councilwoman Lai ' s letter to the Mayor had been
received based on noted contingencies and the strong community
support for the facilities, Committee members expressed support of
the project and urged the Administration find needed funding for the
project .

Also discussed was the need for maintenance and repair of the
proposed facility if built . In this regard, the Committee discussed
the importance of a resolution introduced and approved by the Public
Works Committee to establish an advisory committee to prioritize and
plan a facility maintenance program for County parks and recreation
facilities . It was suggested that the Administration and community
in Pepeekeo area join together and to maintain, repair, and do
general upkeep of the proposed facility.
The Finance Director informed the Committee that other than the
planned general obligation bond issue for the Waikoloa Affordable
Housing project, no other issue was planned for the current fiscal
year. He also noted that although the certification of surplus fund
balance for FY 1990-1991 was expected later this month, the
project ' s $3 . 5 million fund surplus was addressed during the recent
budget review and designated for use by the Administration for other
projects and programs .
Your Committee urged the Administration examine the uses of any
additional surplus and urged them to direct the needed $1 million to
the Kulaimano project. Therefore, the Committee voted to amend
Bill 466 to reflect the priority of funding be provided first by
FY 1990-1991 surplus fund balance; general obligation bonds; and any
other source deemed appropriate.
Section 10-6(d) states, " . . . at anytime during the fiscal year, the
Council, by ordinance adopted by the affirmative vote of at least
two-thirds of the entire membership, may amend the Capital Budget
for that year . In amending, the Council shall request and consider,
but need not follow the recommendations of the Mayor as to the
proposed amendment .
Your Committee on Finance is in accord with the intent and purpose
of Bill 466, Draft 2, and recommends that it pass first reading.
