Your Committee on Finance, to which was referred Bill 465, reports
as follows :
Bill 465 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in the following General
Fund accounts :

and appropriating same to the following account:

Communication No. 2693, dated July 16, 1991, from the Finance
Director, explains the Office of Aging discovered its FY 1990-91
appropriations were understated due to supplemental funding. The
federal appropriation for FY 1990-91 was $328, 600, yet actual grants
awarded equaled $336,983, a difference of $8,383 . The state FY
1990-91 appropriation was $553,200, while grants received were
$678, 689 for a $125,489 difference. The purpose of Bill 465 is to
adjust and properly account for grants awarded to the County.
Your Committee on Finance was informed by the Finance Director that
the subject supplemental grant funds were not appropriated during
FY 90-91, due to a changeover in accounting staff . Also, Pauline
Fukunaga, Accountant, Office of Aging, explained if subject
supplemental appropriations are not appropriated, needed services
would not be contracted and grants cancelled. The appropriation
will be carried over from FY 90-91 to the current fiscal year 91-92 .

of Bill 465 and recommends that it pass first reading.
