Your Committee on Finance, to which was referred Bill 451, reports
as follows :
Bill 451 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in General Fund Account
No. 3304 .37, State Grant - First Lady 0/S Volunteer, by $1, 600 . 00,
and appropriating same to the following new account:

Program
Communication No . 2645 from the Finance Director dated July 1, 1991,
states the Department of Parks and Recreation received a state
voucher in the amount of $800 . 00 for the 15th Annual First Lady' s
Outstanding Volunteer Awards Program. Your Committee acknowledges
Bill No. 442, amending Operating Budget 90-74 by $800 . 00 and
appropriating the same, was approved by the Finance Committee on
June 10, 1991 and forwarded to full Council with recommendation that
it pass first reading. Bill No. 442 passed first reading on
June 19, 1991. However, at the Council meeting on July 3, 1991,
which was the first Council meeting of the new fiscal year (July 1,
1991-June 30, 1992) , Bill No. 442 was received and filed because its
intent and purpose was to amend the previous year ' s Operating
Budget 90-75 .
Your Committee was informed that the purpose of Bill 451, as stated
above, will appropriate $1, 600 . 00 for First Lady 0/S Volunteer, of
which $800 . 00 is from fiscal year 1990-1991, which was not
appropriated as intended by Bill No. 442, plus an additional $800 . 00
expected to be received in fiscal 1991-1992 for the 16th Annual
First Lady' s Outstanding Volunteers Awards Program. By
appropriating the anticipated amount now, rather than when received
at the close of the present fiscal year, the situation as described
above can be prevented from occurring again.
