Your Committee on Finance, to which was referred Communication
/No . 2642, reports as follows :
Communication No . 2642, from the Chief Engineer dated June 27, 1991,
is a request to hire immediately three (3) engineers to fill the
following positions :
Civil Engineer IV Engineering Division/Hilo
Civil Engineer III Engineering Division/Hilo
Civil Engineer IV Building Division/Hilo
The Chief Engineer explained the subject positions are new and
funded for only nine months for fiscal year 1991-1992 . However,
interviews were recently conducted on the mainland and the
department is ready to hire now, rather than October 1, 1991, as
budgeted. He requests approval because the department is
desperately short-staffed and sufficient funds are available to
cover an additional three months of salaries .
Your Committee was informed that in addition to the three (3)
newly-funded positions, there are two (2) existing engineer
vacancies in the department. One of the two positions is a result
of the Deputy Chief Engineer ' s appointment . In the event that he
needs to return to the position, the vacancy is designated limited
term/temporary as needed.
As a result of the recent interviews, the department has sufficient
number of qualified applicants to fill all vacancies . Pending
acceptable physical examinations, the vacancies should be filled in
the near future. The County does not provide relocation benefits to
any of the prospective employees .
According to the Chief Engineer, mainland hires on the average
remain only a short time in public service. Your Committee
suggested the Administration consider incentives to retain engineers
to work for the County.
Your Committee members acknowledged the need to hire engineers as
soon as possible and encouraged the Chief Engineer to proceed
immediately and fill the vacancies .
