Your Committee on Finance, to which was referred Bill 454, reports
as follows :
Bill 454 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in General Fund Account
No . 3301. 62, Federal Grant - Seat Belt Enforcement, by $6, 500 .00,
and appropriating same to the following account:

010-201-5218 . 85-115 Seat Belt Enforcement - 1990 $6, 500 . 00
Communication No. 2648 from the Finance Director dated July 1, 1991
states the Hawaii County Police Department received an additional
$6, 500 . 00 Federal Grant for its FY 1990-1991 Seat Belt Enforcement
Program.
Your Committee Chairperson mentioned that a citizen recently
complained the police don' t enforce the law preventing motorists
from crossing double-line markings on highways . The police
representative stated the police do enforce any and all violations
of the law.
Your Committee on Finance is in accord with the intent and purpose
of Bill 454 and recommends that it pass first reading.
