Your Committee on Finance, to which was referred Bill 452, reports
as follows :
Bill 452 proposes to amend Ordinance 91-50, the Operating Budget for
Fiscal Year 1991-92, by increasing revenues in General Fund Account
No. 3304 . 61, State Grant - Diversified Ag Planning, by $12,750 . 00,
and appropriating same to the following account:

Communication No. 2646 from the Finance Director dated July 1, 1991,
explains that the Governor ' s Agriculture Coordinating Committee
(GACC) approved subject funding for the County of Hawaii to hold a
series of regional workshops to solicit comments on the future of
agriculture on the Big Island from individuals in the agriculture
and agriculture-related industries .
Workshops are expected to provide decision-making information
regarding land use policy, labor, tax, water and housing issues as
it affects agriculture.
Your Committee reviewed the July 8, 1991 memorandum from the
Director, Research and Development, which is attached to
Communication No. 2646, and heard testimony explaining that the
workshops were not budgeted for FY 1990-91 but the new
administration made them a priority. While applying for State
grant, the workshops have been ongoing and funded by the
department . Therefore, the subject appropriation is a reimbursement
for expenditures as well as appropriation to continue the program.
The total cost for the regional workshops is expected to be
approximately $24 , 650, of which the County' s share is approximately
$6, 900 . The remainder will be funded by University of Hawaii .

Your Committee on Finance is in accord with the intent and purpose
of Bill 452 and recommends that it pass first reading.
