HomeMy WebLinkAboutREP FC 407 07/09/1991 -- `� REPORT OF THE COMMITTEE ON FINANCE Date: July 9, 1991 Re: Comm. 2643 Place: Councilroom Time: 10 : 00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 450, reports as follows : Bill 450 proposes to amend Ordinance 91-50, the Operating Budget for Fiscal Year 1991-92, by increasing revenues in General Fund Account No. 3301.43, Federal Grants, UMTA, Section 18 Grant, by $6, 000 . 00, and appropriating same to the following new account: Account No. Function & Activity Amount 010-311-5311. 70-454 UMTA, Section 18 Grant - $6,000 .00 Computer Equipment Communication No. 2643 from the Finance Director dated July 1, 1991, submitted justification for said Bill 450 and states the State Department of Transportation has recently awarded the County Mass Transit Agency subject funding to procure a new PC, printer and software to replace the existing, outdated PC being used. The new PC is expected to enhance the Agency' s ability to process and maintain information vital to providing more efficient and reliable service. Your Committee was informed by the Mass Transit Agency administrator that the equipment was initially requested in his budget request for FY 91-92 but later deleted when it became evident funding would be obtainable through a different source of State funding . He stated the County is designated as coordinator of the DOT "Ride Share" and other programs and the software for these programs is already developed only for IBM/PC Compatibles . The present WANG PC is not capable of using IBM software. Your Committee questioned the Administration' s plans to purchase the requested computer equipment before it purchases that equipment specifically approved by Council for the Real Property Tax Office. The Finance Director said he plans to try and include both RPT and Mass Transit Agency computer equipment on a bid which was awarded in June 1991 . FC REPORT N0, 407 ADOPTED: JUL 18 1991 FC- 407 Page 2 July 9, 1991 Your Committee then questioned the legality of using "open-ended" bids to address incremental departmental requests . The Committee also asked if other similar requests were forthcoming other than those which were earlier put into a contingency account, pending completion of the Data Processing Review and Long Range Plan which was due in June 1991. The Finance Director acknowledged there would be other requests if departments can justify the need for the equipment. Your Committee agreed to pass Bill 450 to the full Council but requested the Corporation Counsel examine the administrative practice of using an open-ended bid, and report to the Council on July 18, 1991 as to the legality of such procedure.
