Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 344-91, reports as follows : The purpose of Resolution No. 344-91 is to create a second Police Reporter SR-15 position in Kona and transfer and appropriate $23,311 as follows : Out and From: 010-201-5212 .22-115 Kona Police CID-OCE (Misc. Contract Services) Credited To: 010-201-5212 .21-011 Kona Police CID-S&W (Regular S&W) $20, 581 010-201-5203 .20-450 Police Adm Div-Equip (Office Equip- Fixt-Furn) $ 2, 230 010-201-5203 . 20-454 Police Adm Div-Equip (Computer Eqt & & Software) $ 500 Resolution No. 344-91 states under the reorganization of the Police Department there is presently one (1) Police Reporter position and one (1) Police Reporter TAN position in Kona to support the Kona Criminal Investigation, Juvenile Aide, and Vice sections . Because of the magnitude of workload, it is difficult to fill the existing vacancy of the Police Reporter position. Therefore, it is reasoned by creating a second position and splitting the workload, hiring both police reporter positions will be less difficult . Your Committee was informed that funding for office furniture and equipment will be used to purchase a desk, steno chair, typewriter and stand and computer work station. Your Committee was informed by the Police representative that since advertising for the two (2) positions, Civil Service has received fifteen (15) applications for the positions . Article V, Section 5-1.4(c) states the mayor shall have the power to create positions, including positions of deputy or assistant to each head of an agency where such position has not been created by this charter, for which appropriations have been made by the council and abolish positions with the consent of the council . FC REPORT N0, 406 ADOPTED: JUL 18 1991 FC- 406 Page 2 July 9, 1991 Pursuant to Section 10-9 of the Hawaii County Charter, the Council, by resolution, may transfer part or all of any unencumbered appropriation balance from one agency to another.
