Your Committee on Finance, to which was referred Resolution
No . 341-91, reports as follows :
The purpose of Resolution No. 341-91 is to reduce Community Service
Aid II 1/2T, Position No. 3621, and Community Service Aid II 1/2T,
Position No. 3622, to Community Service Aid II (hourly) positions .
Communication No. 2644 from the Finance Director dated July 1, 1991
explains that the Information and Referral part of the Federal grant
to the Coordinated Services, Activities Division, Department of
Parks and Recreation, has been cut back for fiscal year 1991-1992 .
Therefore, the Department requests changing these federally-funded
positions to reflect the reduced appropriation.
Your Committee was informed the subject funding is Federal but
allocated by the State to the counties . The funding cutback will
specifically affect "chore services" for the elderly which is a
priority of the State and County but heavily dependent on Federal
funding .
Presently there are two (2) full-time positions and two (2)
part-time positions . The part-time positions are the subject of
Resolution No. 341 and are presently vacant. Because of the tenuous
funding, the Administration desires to cut the subject positions to
hourly, approximately two-fifths (2/5) time, which gives the
Administration flexibility to respond to future budget changes .
The County has received a committal letter for the Federal/State
funding which is disbursed on a reimbursement basis .
Your Committee Chairperson stated the background information
provided in Communication No. 2644 is not sufficient and requested
the Finance Director forward more detailed information in advance of
future Finance Committee meetings .
